Motion DSP has developed technology that improves the quality of low-quality video. Frame by frame, it compares and looks for lost pixels and fills them in if possible. Thus, making the video look a lot sharper but not changing the overall filesize by much. It supposedly doesn't work as well with jerky video or action packed, fast paced video but I would imagine that you would still get some benefit from it. They have raised $500,000 so far and the company is actively trying to score a Series A round of financing.
